Hydrocarbons & Regulation: Chad’s Hydrocarbon Regulatory Authority (ARH) is sending a delegation to the Republic of Chad from September 10–19 under an Algiers Memorandum of Understanding, building on technical talks held after a Chadian delegation visited Algeria in June. The mission focuses on strengthening bilateral cooperation in hydrocarbon sector regulation, safety and risk management, HSE oversight, equipment safety, and downstream oil regulation, with support for infrastructure development. It also covers digital transformation of the Chadian regulator’s operations, training to boost staff competencies, and workshops plus technical site visits to industrial facilities to share best practices and tackle operational and regulatory challenges. Geopolitics & Trade Risk: A separate analysis looks at Turkey’s expanding role in Africa, arguing that Turkey’s military partnership with Sudan—linked to drone support that shifted the civil war’s momentum—reflects a broader “Century of Turkey” strategy that could reshape regional economic and security dynamics.
